“Where’s Rafael?”

“He and Ivan are in San Diego.”

He’d mentioned meetings in LA. “What’s in San Diego?”

“Surveillance says they’ve spent most of the time in the hotel.”

“Are we sure they’re still in the hotel?”

It wouldn’t be surprising at all if they threw surveillance a curveball.

“We’re waiting for confirmation.”

“Are you fucking kidding me?”

“Arrow’s not doing the surveillance. It’s FBI.”

“And those fuckers can be obvious as fuck.”
