“This MC… they don’t seem to operate like the others,” Harris said. “They don’t deal meth, or heroin. They don’t get involved in violent crime.”

“They killed several members of a rival MC,” Navarro said. “The Warlords. Did you forget about that?”

“I know, but they never hurt civilians. And they seem to have connections with the local PD.”

Navarro waved him off. “All this I already know.”

“What it means for us, is, there isn’t much for us to work with. My agent inside…”

“This… Piper person?” Navarro said.

“Yes,” Harris said. “She hasn’t been able to find any evidence of the MC’s involvement with the explosion that killed the Warlords. Or anything else big enough for the FBI to give a shit about them.”

Navarro shrugged. “Then we must give them something.”

“What?”

“Some evidence that the FBI not only would never ignore, but also make them highly motivated to put this gang of bikers deep into a hole in the ground. Something like, say, heroin.”

“I told you,” Harris said. “They don’t deal heroin.”

“Fortunately, I do,” Navarro said. “Large amounts of heroin. So much, in fact, that I can give you an entire kilo and never miss it.”

Harris shook his head, confused, and said, “What am I supposed to do with a kilogram of heroin?”

“Not you,” Navarro said. “This Piper. Your agent inside.”

“You want her to plant it,” Harris said. “Plant it at the MC clubhouse. That much weight of a controlled substance like heroin, and the FBI would lean in hard on an investigation.”

“Finally,” Navarro said. “We begin to see eye to eye on something. This is progress.”

“She’ll never go along with this,” Harris said.

“No?”

“No. She’s too… too idealistic.”

“You will convince her,” Navarro said.

“I’m not sure that’s possible,” Harris said.

“You will make it possible,” Navarro said. “Or else…”

Once again, the two killers on either side of Navarro edged forward slightly, like attack dogs straining on an invisible leash. One word, one gesture from Navarro, and that leash would be dropped, and Harris would die bloody in his own living room.

“Look, I’m trying to give you what you want, here,” Harris said, nervously looking back and forth between the two killers. “I just… I want to manage our expectations on this.”

“Manage our expectations,” Navarro said, his wolf’s grin growing wider. “How wonderful this phrase is. Very American. Very corporate.”

“Piper is a true believer,” Harris said. “An idealist. She’s in this because she really thinks she can make a difference.”

“Adorable of her. Still. If she will not play along, then, we will have to use her in another way.”

“What do you mean?”

“We need her to put heat on the MC,” Navarro said. “If she won’t do it willingly, we will use her another way.”

“How?” Harris said.
