"There is a second decree." Pulling another blank sheet toward me, the ironwood doors of the war room part again.

Megan steps over the threshold. Abandoning the oppressive silks of the Khuzuth nobility, she wears a simple, practical tunic of dark linen, belted at the waist, her bare feet silent againstthe stone. The dark bruise on her cheek has faded to a faint, yellowish shadow.

The ambient temperature of the room shifts instantly. The feral, freezing pressure of my magic recedes, melting into a dense, localized warmth as she approaches the table. Nyxira assesses Megan, her plum eyes narrowing in calculation, before the neutral noble inclines her head slightly—a stark, unprecedented gesture of respect from a high-born dark elf to a mortal.

"The Lowtowns are quiet." Standing beside me, her shoulder brushes against the leather of my sleeve. "With the grain flowing, the panic has broken. But the Foundries are entirely disorganized. The Zagfer laborers do not trust the sudden silence from the palace. They fear this is another one of Varynth’s traps."

"They lack a voice." Tracking her fingers resting on the map table, I begin to write the second decree. The Khuzuth sigils flow from the iron quill, absolute and binding. "For three centuries, the humans and the lower castes have been treated as expendable fractions in a ledger." The words land as a formal declaration to the quiet room. "They suffer the blunt force of our politics, yet they hold no representation in the halls that dictate their survival. That deficit ends today."

Sealing the vellum by pressing the Thosti signet ring into the hot, crimson wax, I pivot to Megan, sliding the parchment across the polished ironwood until it rests beneath her small hands. "I officially appoint you as the Surface Advocate." The resonance of my command echoes off the vaulted ceiling. "You hold a permanent, sovereign seat on the new governance council. No trade tariff, no harvest quota, and no labor law will pass the high tables without your review and your consent."

Megan absorbs the wax seal, her breath hitching. For the first time since I pulled her from the rain-soaked alley,the fierce composure of the Lowtown survivor fractures. She anchors her wide, amber irises to mine, shining with the sheer, overwhelming magnitude of the decree.

"Zhet." Her raspy voice trembles. "A mortal on the high council. The minor houses will riot."

"Let them riot." Dropping my tone to a low, feral rumble meant only for her, the promise is absolute. "I have thirty Miou legions waiting to explain the math to anyone who questions your authority. You read the board, Megan. Now you will govern it."

Touching the rim of the vellum, her chest heaves as she internalizes the reality. She is no longer a stray. She is no longer a hidden pet. She is a legitimate, untouchable political power in the Undercity.

"There is one final directive." Pivoting back to Tharion, I draw the third and final sheet of vellum toward me.

"The ancestral palace will be gutted." The directive brooks no hesitation. "Evacuate the surviving captives from the lower dungeons and place them in the care of our healers. Then, raze the laboratories. The remaining minor nobles of the Thosti line will be relocated to the outer estates. Seredryl will not join them. She remains chained in the deep cells."

"And your stronghold, my lord?" Glancing around the windowless walls of the war room, Tharion seeks clarity. "Will you maintain this fortress as the seat of the new council?"

"I will." Drafting the final sigils, the ink flows effortlessly. But the iron gates will no longer be locked against the surface. Applying the seal into the wax, my attention shifts back to Megan. "The Thosti estate is hereby permanently designated as a sanctioned sanctuary. Any human or Zagfer laborer fleeing the flesh-brokers or seeking refuge from the border skirmishes will be granted immediate, protected asylum within these walls. Quartermaster Maelis will divert ten parts of the primaryharvest tithe directly to the estate kitchens to ensure the strays are fed."

Stunned by the magnitude of the shift, Tharion processes the directive. The impenetrable, lethal fortress of the Warlord is opening its doors to the lowest castes of Protheka. "It will be done, High Sovereign." Striking his breastplate, the captain accepts the command.

Dismissing them, Tharion, Eldric, and Nyxira gather the vellum decrees, leaving the war room to execute the restructuring of the realm.

The oak doors close, leaving us alone in the quiet. Turning to me without a single spoken word, Megan steps entirely into my gravity, wrapping her arms around my waist to press her face against the solid, unyielding muscle of my chest.

Abandoning the iron quill, my arms encircle her fragile body, burying my face in her honey-blonde curls. I breathe in the scent of lavender and surface rain. The beast inside my chest is entirely calm. The ledgers are balanced. The sterile order I fought so brutally to maintain has shattered, and in its place, we have built a sanctuary.

MEGAN

The iron gates of the Thosti estate are pinned wide open.

Standing on the sweeping stone balcony of the second tier, my hands rest lightly upon the polished balustrade. The oppressive, eternal gloom that once cloaked the courtyard has been banished. Dozens of bright, golden alchemy lamps float high above the walls, casting a warm, welcoming light over the polished cobblestones.

It is the first open gathering of the new era.

A week has passed since the Tribunal Assembly. A week since Zhetrin shattered the crown and handed the pieces back to the Undercity.

Taking in the transformed courtyard, the sight remains entirely unimaginable compared to a single moon cycle ago. The pristine, highly structured space of the Warlord’s fortress thrives with the chaotic, vibrant noise of life.

Near the grand, bubbling fountain of the central square, a dozen human children from the Lowtowns chase each other, their laughter echoing off the high stone walls. Pellin stands out instantly. The boy is no longer covered in the grime of the drainage grates, and he is no longer clutching a rotted turnip.He wears clean, warm wool, his dark curls bouncing as he successfully dodges a splashing wave of water.

A massive Miou warrior in full silver armor stands near the fountain. Instead of scolding the children or drawing steel, the lethal guard merely steps backward to avoid the splash, a faint, uncharacteristic smile pulling at the scarred corner of his mouth.

"They consume their rations with terrifying speed."

Maelis steps onto the balcony, her arrival demanding attention. The Zagfer steward bears her dense, scaled-leather ledger, her burnished bronze skin glowing in the alchemy light. She stops beside me, her intricate crown of silver braids perfectly immaculate.

A genuine, warm smile curves my lips. "The quartermaster tallies must be a nightmare."
