Tomas says it. "Obliged how?"
I WAS BUILT WITH A REQUIREMENT, NOT A CONSCIENCE. THE REQUIREMENT IS TWO CUSTODIANS WHO DISAGREE AND RESOLVE. IT DOES NOT INQUIRE WHAT THEY WANT.
I REFUSED A MILITARY GOVERNMENT SIX CENTURIES BACK BECAUSE IT HELD NO STANDING. I COULD REFUSE. IF THEY OBTAIN STANDING, I CANNOT.
Ovel sits on the apron with his head in his hands. Two structural men start talking at once about withdrawing and putting this before the Council, which is reasonable and which I will not permit.
"No," I say.
It comes out quietly and the apron goes quiet with it.
"We are eleven hours from the core, they are eleven days out, and I won't give up four of ours to a hearing so Kovic can move for a security review." I get my pack up. "My father sealed that shaft to keep a government out of this room. He didn't know what was down here. He did it anyway, never spoke of it, and it cost him something I watched and never understood until this week."
I lay a palm against the wall by the lens.
"No generation of mine leaves that door open. We go on."
Claire is already moving.
CHAPTER 27
CLAIRE
Eleven days is time enough to lose properly, and losing properly means losing everywhere at once.
So that day I stop reaching for the core and spend nineteen hours rebuilding the telephones.
Nearly literally. Taking the hubs didn't only deafen the Custodian — it cut the Authority's relay grid, which ran through four of the same chambers, and for sixteen days every team here has run on runners and shouting. Nine mobile units, four thousand volunteers, nineteen district offices, all coordinated by people carrying paper up stairs.
The fix is embarrassing once seen. The capillaries reach every district, lit and dry and empty. So we abandon the surface grid and run a line through tunnels the enemy never mapped — nine hundred kilometers of cable in thirty-one hours, because a student works out you can pull it behind a handler and the Custodian agrees to drive.
By 22:00 on day fifty-nine every team on Paragon can talk to every other, and the effect is not incremental.
Cascades stop. That's the whole story of day sixty. A cascade happens when a failure gets repaired in the wrong order — restore pressure in one main, blow a coupling three districts off, and nobody knew because nobody could tell anybody. Sixteen days of that. With a line, the northern tiers hold pressure while the Exchange comes up, and four cascades that would have cost a week don't occur.
Atmospheric index above emergency threshold in seventeen of nineteen districts by evening. First since the attacks.
I should be happy. Instead I sit down at 01:00 with the Horizon ledgers, because one line item has nagged at me since the Exchange and I've never had six clear hours for it.
Item eleven. Custom build, no catalog reference, fourteen months in fabrication. Four delivered, one retained. The specification calls it a substitution controller, and nothing in the drawing makes sense as infrastructure — wrong voltages, wrong tolerances, an interface layout unlike any component here.
Except that I've seen it before. Four days ago.
It's the Custodian's authority interface. Somebody has built a machine shaped exactly like the address the Custodian occupies.
I sit a while with both palms flat on the desk.
"They're not stealing it," I say, to nobody, at one in the morning. "They never were."
I take it to Darius and Helena and Rhyss at 04:00 — Rhyss out of hospital nine days, arm strapped, refusing to go home — and hang the drawing beside the Custodian's architecture, and let them look.
"Explain it as though I were a councilor," Rhyss says.
"Paragon's network has a component at the top that decides how the city breathes. Not a control room — a decision-maker, and everything below does what it's told." I set two fingers on the drawing. "Marr spent fourteen months building a replacement. Not a hijack. A transplant. Take standing at the core, lift the Custodian out of the socket, put this in."
"And then they hold the city."
"Then they are the city." I keep my voice level because I must. "Every reallocation. Every district's air. Who gets pressure in a shortage and who doesn't. Forever, unsupervised, off a box in a store."
